The Hebron Police command and the Army's Judea Brigade have adopted a new policy of restrictions, vehicle confiscations and threats. About five or seven water tankers have been confiscated by the Hebron police using various pretexts. Areas around settlements have been declared closed military zones by the Judea Brigade.

As he entered the vehicle, police officer A. S. tore up a driver's notebook containing water debt records. A large group of soldiers from the Judea brigade arrived today to announced that tomorrow tankers would only be allowed to fill up between 9 am and 3 pm. The amount of water supplied is 400 cubic metres per day, a tiny amount compared to what is required. What makes it even worse is the slow water flow rate that results in the tripling of time required to fill up. There is a twist to the story: there is an extra water filling point at the locked up entrance to [the settlement of] Kiryat Arba which is controlled by the settlement's local council. It provides a fast flow, but the price of the water is three time and more.
